Yea dude you've got the wrong engine loom if your car is 99 on, you need a ob2b engine loom which has two ecu plugs and a green dash plug. The loom you used is a 0bd2a which has 3 ecu plugs and a green dash plug the pinouts are different hence you have no power to the fuel pump. give me a call...
