I think it depends on where you live, there is a lot of armed police where i live and a lot of gun crime, and all traffic police are also armed response vehicles and i would imagine its the same in all big city's

Lot of lucky people there, that lorry could of caused some serious damage, but bunch of really poor driver stopping in the middle of the road in conditions like that if they are going to stop at least get out of harms way
