car fail mot again, %45 difference on the back wheels foot brake. Cylinders and shoes changed but still %45?? anyone got any ideas what it could be need help guys. thanks

failed mot on the rear brakes, the difference was 55% between the left and right, whats the problem will i replace the rear brake shoes? any help appreciated thanks.
