Cold start - Revs not dropping after car warms up

Hi guys,

When I start my car in the morning when it is cold the car will rev at around the 1.5 mark which is fine because the engine is cold. However, when the car warms up and the temperature needle reaches the half way mark, the revs refuse to drop which is what all cars should do. I've left the car running on idle for 30 minutes and still the revs won't drop.
Now this is the interesting bit, when I switch the car off when the car is warm and then switch it back on, the revs will drop to normal level. (~900 - 1k).

Since the revs don't drop automatically it goes without saying that VTEC doesn't work. To get VTEC to work i have to warm the car, switch it off and back on again, and then VTEC will work.

Can someone please explain to me why i need to switch my car off and on again to get the revs to drop and have VTEC working? What could be causing this?


Any help will be much appreciated.
 
Idle air control valve? Might be clogged with crap.

Thanks for the input, How does this explain me having to switching the car off and then on again for it to function normally?
I was thinking maybe there's a sensor somewhere that need replacing?

Sensor ground issue at a guess, I've come across this problem a couple of times. What car? And has it had a engine conversion?
