Help with mugen number plate bolts on front bumper

hi I have an ej9 and I want to remove the uk spec front number plate holder and bolt the plate through the jdm holes that are behind the uk size holder as I'm putting a jap size plate on and I've seen other eas with these bolts in this position but I don't understand as the bolt just goes through the jdm hole and doesn't screw in.advise much appreciated

People use the plastic number plate bolts, they come with plastic nuts for the other side. Motor saver shops should sell them or Halfords etc
