No, iirc ALEX makes them or J's, i cant remember exactly, i was interested at one point and found them but the price was stupid expensive for what was only cosmetic..

Those in the picture are memoryfab.I believe j's racing makes them too but only for civic Eg and integra .

OMG it's fugly and doesn't serve as cosmetic either.

Just cut a hole from the flap/vent on your 99-00 bumper and it looks clean and stock.
