distributor blue wire leads no where??

hi guys. just wondering if anyone with a obd2b 99-00 model ek9 can do a quick check of their distribtor plug for me. the bottom wire coming out of the dizzy should be a blue one but on the engine loom its empty on mine. can anyone else confirm that theirs is the same???

all the wiring diagrams ive found say the blue wire is the tacho signal which goes to NEP on the ecu but if the blue wire does not connect to anything im stumped as to how the ek9 gets a tacho signal.

btw connecting the blue wire to tacho test connector next to the brake booster works.
 
On the pre facelift ek9's (obd2a) the rpm sig is received from this dist wire. On facelift (obd2b) this sig is picked up from else where hence why the wire is missing on the engine harness.

unfortunately the service repair manual for the 99-00 civic says the tacho gets its reading from the blue wire.
 
yes i have the original obd2b ek9 ecu. my tacho works because i connected the blue wire coming out of the dizzy into the tacho test connector near the brake booster. but i'd like to do it the same way the factory wired it up incase the signal also affects anything else.. The tacho signal coming out of the ecu must be NEP but even on this chart A19 NEP is blue which is wrong. could the tacho gets its reading off the ICM at B13 and somewhere there is a junction box which brings it back to A19???
