EK9 (96-98) Headlight bulb shield?

O.k. my question is.Are the EK9 headlights suppose to come with the bulb shield in them?Cause when I bought mine, it didn't come with them..therefore, I was blinding everyone with them.So what I did was I baked the lights and I put in bulb shields from my stock headlight (Now I'm not killing people with the glare )

in japan i think they don't use the bulb shield and i don't understand why, it seems odd to me...

it is odd...I don't like blinding people..lol.Plus it looks like it's broken without a shield...plus there is sooo much glare..it's terrible.
