Lol, seen this before. If its very very pure de ionised water then it won't harm the electrics at all. I'm doubting it is though.
 
yes them idiots are from the Balkan's more specifically Macedonia as they are speaking Macedonian. Looks to be that they had a car wash salon as they call them over there and that was a customers car they were "detailing"
