like title is all ek civic seats can be fit on ek9 ?

Well, ek9 seats with ek9 rails fit in ej9's, ek3's, ek4's and coupes iirc.
So yeh i would say so

pretty much...
if you have DC2, only 3 out of the 4 bolts will bolt up.
Taken from personal experience
