is it just a flare you hold incase you break down on top a mountain in japan ha?

The dates on the flare are:

2003.6 & 2007.5

You would light this if you was broken down, I suppose it be handy in Japan if you was broken down in the dark and this would give peope prior warning that there is a potential hazard ahead from the red glow/smoke.
