so i just turned 16 and got a 98 civic dx. so as you can tell im pretty much a newb to the whole driving thing. but im looking for an exhaust system for my car, and i was wondering what you guys would recommend.

i hear the spoon n1 exhaust is pretty good.

99% of exhuasts are all the same 60mm stainless steel etc... just get the one you like the looks of, sounds good and fits in your budget

Pertaining to both intake and exhaust, what do you take priority in, low-mid RPM power or high RPM power?

excellent question and this is just my opinion but i believe you should never use a part that will sacrifice some top end for low end on a b16b, b16b shines in the top end and i think its best to improve that.
