* Plastic Under Windshield *

Any Help Appreciated,

The Last Couple of Months there has been a leak in the Passenger Foot welled,

Only Last Night I've taken the Wiper Blades & Plastic Piece from Under the Windshield off, To find right above the Leak what looks like A Air Filter,

When you Spin it manually Makes a Whining Noise ( Which I've Also Been Hearing the Last Few Months! Thinking it was the Power Steering )

Now Do I cover this Air Filter Up? Or Seal It?

Or is it the Fact the A/C is Gone & I still have a A/C Matrix Box?
