Rear drum help need ASAP!!!

car fail mot again, %45 difference on the back wheels foot brake. Cylinders and shoes changed but still %45?? anyone got any ideas what it could be need help guys.

Air in the system or if hand break the cables probably stretched
 
Just give it a proper bleed and were the replacement parts new especially the cylinder
