rear seatbelts jammed?

I have a need to re install my rear seatbelts however when I removed them I let them wind right up. Now they dont want to come out.

Basically its as if you have pulled them to hard and they lock. I managed to feed some out by holding down the teeth with a screw driver but as soon as I let it go back in the wont pull out again. Any ideas?

hold them the way they should be on the car, if they are not vertical they will not release. Took me a while to figure it out when i put mine back in! lol
