Steering column surround can't be bolted down properly

Any ideas why this is the case? You can see in this picture, I have the plastic trim lined up with the bolt hole.

This bolt hole is offset to the left for some odd reason. I checked if the trim is different on some Civics. Nope, they're all the same from what I could find.

Using my tag as a measuring tool. You can see the holes on the trim are the same width as my tag.

However the ignition barrel is not.

The key for the car is a Honda key. Ignition barrel takes same key as the doors do, so I don't think the barrel has been changed. Then again, I'm no expert. I'd like to see your thoughts on this. It isn't the end of the world if I can't get 1 bolt in, but would be nice if I could have the interior actually together.

Key is the Honda one. Matching door and boot locks too.

I looked on Google and maybe the cylinder has changed.

I can't find this elusive cover :angry2: The one I keep finding, which I assume is most common, is the one I already have.
 
The ignition barrel is oem. Looks like the same one I have in my ej9. With the smaller gap between the screw holes
 
I actually had this problem recently and had to improvise. It was lose, and both of those bottom screws were missing. They are M5 screws, but I had to use several washers on my replacements so the bolt didn't bottom out inside. Are you having a problem with stripping or something else?

One of the holes on the ignition barrel has a lot of metal shavings. The bolt still threads in fine. Guy before me must have forced the bolt in or something. I'm still using OEM bolts.

Actually bought 1 brand new bolt because of the missing side. Try installing it and find out about this issue.
