i read it a few times different lol and i believe he means
the B18C idea is worth every penny as it would cost £1000's of pounds to get a B16 to the power of a B18C..so better to go B18C straight away than it is to get a B16 and tune it to 200hp.
not saying i agree with that but i think thats what he means.

I think he was just illustrating the b16 conversion is worth every penny in terms of going from d16/b16 engine to the 200bhp of the B18C... not that it costs thousands to tune any 1.6 engine to the power of a 1.8..
I'd say youve answer your own questions there though bud, so just go for what suits you! You obviously know the pro's and con's for the choices you have and thats all you need to make a decision
